Background: An important and persistent need for government ministries of roads and transportation includes compiling, analyzing and evaluating operational practices, administrative procedures and legal issues related to highway and transportation projects. The legal experiences of each State must be compared and made available for possible wider application. Research to identify and evaluate legal options facilitates the management of immediate and long-term needs of the technical, planning and administrative aspects of transportation programs. NCHRP Project 20-06 was established in 1968 to meet these needs. This is an ongoing project led by a TRB staff member, a lawyer for legal research. Since the beginning of the project, many legal and rights of way issues affecting the operation, services and facilities of the state transport authorities have been examined. The results are made available to ministries of transport and other public and private bodies through the publication of Legal Research Digests and Selected Studies in Transportation Law (SSTL). SSTL is jointly funded with TRB`s Transit Cooperative Research Program and includes the following volumes: 20-06/Topic 17-01 Update of Selected Studies in Transportation, Volume One: Transportation Contract Law.
